Cctv news(Reporter He Chuan Wang Jiazhu) Toilet is a necessary space for human life, and it is also a mirror of social civilization. For a long time, there have been problems such as insufficient supply, unbalanced distribution and inadequate management in China’s toilets, which are the shortcomings of social civilization and public service system, and also the outstanding weak link of China’s tourism industry.

In recent years, with the great attention and care of the Supreme Leader General Secretary, a "toilet revolution" has gradually expanded from scenic spots to the whole country and from cities to rural areas. By the end of October this year, 68,000 tourist toilets had been newly renovated nationwide. A few days ago, reporters visited Chengdu, Xi ‘an and other tourist cities and found that the "toilet revolution" has brought four unprecedented changes to our lives.

Change 1: the general trend of the third bathroom

one

"I didn’t dare to go in when I first saw it. I don’t know if it is a men’s toilet or a women’s toilet."

A few days ago, Ms. Zhuo Ma told reporters after using the third bathroom with her two children at the rest stop of Chengya Expressway in Sichuan that she felt that the third bathroom was particularly convenient, so she could take her doll to the toilet. In addition to two toilets, two sinks and a baby safety seat, adults can put the baby on it and fasten it with a fixed buckle when it is convenient. There is also a baby care table specially designed for changing diapers for babies on the wall, which can be used by pulling it from top to bottom.

So, what is the third bathroom?

It is understood that in December 2016, the National Tourism Administration issued the Notice on Accelerating the Construction of the Third Toilet (Family Toilet) (hereinafter referred to as the Notice). It is clearly explained in the Notice: "The third toilet (family toilet) is a toilet specially set up in the toilet for people with behavioral disabilities or relatives (especially the opposite sex) who can’t take care of themselves." "Internal facilities should include adult toilet seats, child toilet seats, child urinal seats, adult washbasins, child washbasins, multifunctional tables with baby table functions, child safety seats, safety grab bars, clothes hooks and pagers."

The reporter learned from the Sichuan Tourism Development Committee that in Chengdu, by the end of 2017, "third toilets" had been set up in 13 public toilets. Before December 2017, the construction of the third bathroom in the province’s 5A-level tourist attractions has all reached the standard; Before December 2018, scenic spots above 4A level in the province will strive to ensure the configuration of at least one third bathroom.

In Xi ‘an, the reporter visited and found that the proportion of third toilets in the city’s public toilets has been increasing. At present, 54 third toilets have been built in key scenic spots such as the Big Wild Goose Pagoda Scenic Area, Huaqing Palace Scenic Area and City Wall Scenic Area in Xi ‘an. It is estimated that by the end of 2019, the third bathroom will achieve full coverage in the tourist attractions above 3A level in Xi ‘an.

Change 2: the "toilet-finding artifact" in the Internet age

In the internet age, it is no longer difficult to find toilets on the streets of cities.

A few days ago, the Chengdu Urban Management Committee developed an app to provide professional and accurate maps of urban toilets.

After the reporter downloaded the "Chengdu Urban Management" app, the first "convenience service" on the page was to scan the surrounding toilets. After clicking in, the radar interface scans quickly, and the nearest public toilet immediately displays: red is open 24 hours, and blue is open regularly; Click on the icon, and navigation will lead you there; After use, you can also leave comments.

Nationwide, the "National Public Toilet Cloud Platform" organized and developed by the Ministry of Housing and Urban-Rural Development was put into trial operation on November 19, 2017, which summarized the information of nearly 330,000 public toilets nationwide and initially realized the function of finding toilets quickly.

It is understood that with the continuous improvement of the system, the functions of evaluation, complaint and feedback will be realized. After going to the toilet, people can evaluate and share public toilet information, make suggestions or complaints, and inspectors upload the complaint handling results and daily inspection results in time to continuously improve the management level of public toilets.

Change 3: "fifth space" and "toilet+"subvert the definition of toilet.

Get online, pay fees, charge, withdraw money, shop, make phone calls, recycle garbage and go to the toilet in one stop … … Known as the "fifth space", it first appeared in Beijing in October 2015. Subsequently, similar public toilets blossomed all over the country.

The reporter learned that in October 2015, the first model room of new public toilets, "the fifth space", was first built and put into use in the square in front of Fangshan District Government in Beijing. In an interview with the media, Beijing Environmental Sanitation Group said: Such new public toilets will appear in Tongzhou, Shunyi, Pinggu and other urban and rural areas. By the end of next year, it is estimated that about 1,000 seats will be built, and it is expected to be popularized throughout the country in the future.

Wu Zhou, director of the Collaborative Innovation Ecological Design Center of Tsinghua University Academy of Fine Arts, said that China needs a "toilet revolution" to change the face of toilets with technological innovation.

"In the next three years, we will adopt the PPP model, establish a market-oriented operation mechanism for the construction and management of public toilets, guide social capital to participate in the construction, management, operation and maintenance of public toilets, and explore ‘ Building toilets by business ’ ‘ Manage toilets by business ’ Waiting for a new mode of operation and management. In 2018, the "toilet revolution" in Shuangliu District of Chengdu will invest 57 million yuan and pilot the construction of the "fifth space". " A few days ago, the reporter learned from the relevant person in charge of the Chengdu Municipal Government.

The reporter visited Chengdu and Xi ‘an and saw that there is no public toilet marked "the fifth space" on the streets of Chengdu. The public toilets in Taikooli Shopping Center in Chengdu are integrated with commercial places, and the architectural style, sanitation and internal facilities are all very tourist-oriented. The concept of "toilet+"makes tourists feel refreshed. On the west side of Xi ‘an Gulou, another renovated public toilet has just been opened to the public. The reporter found that this public toilet has a high degree of science and technology, and there is an LED electronic light board at the entrance of the bathroom. Visitors can know whether the bathroom is used by the red and green lights on the light board. At the same time, a fresh air ventilation system is installed in the public toilet, and a "photocatalyst plate" for deodorizing by nanotechnology is also attached to the wall.

Change 4: Many details of the toilet revolution warm people’s hearts

There are many new words and hot words created by the "toilet revolution", but the changes it brings are not limited to this, and many details are very warm.

At the end of 2016, with Wang Yongkang, member of the Standing Committee of Shaanxi Provincial Party Committee and secretary of Xi ‘an Municipal Party Committee, taking up his new post, Xi ‘an set off three revolutions, and the toilet revolution was one of them, that is, 1,135 independent public toilets were built in the central city, and at the same time, more than 2,000 public toilets that had been built were all upgraded to solve the problem that public toilets were not up to standard.

Bell and Drum Tower Square, the core area of Xi ‘an city center, is crowded with tourists. There are two public toilets in the underground passage of the Bell Tower. Previously, the sanitary conditions of these two public toilets were often criticized by the public because of inadequate hardware facilities and management. In 2016, after an unannounced visit, Shangguan Jiqing, the mayor of Xi ‘an, said that the public toilets in the underground passage of the Bell Tower smelled bad and the sewage was everywhere, so that the feet could not step on them. It has also been anxious for foreign tourists because of the late opening hours.

After the toilet revolution, the reporter recently visited and found that the sanitary conditions of these two public toilets have been greatly improved. The toilets are manned by special personnel, the ground is clean and tidy, and there is almost no odor in the toilets. The opening hours have also been advanced from 9: 00 am to 7: 30 am.

The North Square of Big Wild Goose Pagoda is another tourist attraction with a large flow of people in Xi ‘an. Previously, a public toilet on the west side of the North Square often had long queues of tourists in front of the women’s toilets because there were few toilet seats, which was denounced by the citizens as a "landscape" in the North Square of Big Wild Goose Pagoda, and the sanitary conditions in the public toilet were also very bad. After the renovation and upgrading, the reporter found that the sanitary condition of this public toilet has also been greatly improved. In addition to the sanitation facilities inside the toilet, two new female-only toilets have been built in the scenic spot, and luggage lockers for storing luggage and automatic beverage vending machines have been added inside the toilet. The internal environment is clean and tidy, and there is little odor.

Seeing the big from the small, the toilet revolution has far-reaching significance.

According to the latest report released by UNICEF and the World Health Organization in 2012, there are still 2.5 billion people in the world who lack basic sanitation services such as toilets, and 1.1 billion people defecate everywhere, posing a serious threat to public health. 40% of the global residents (2.6 billion) have never used a flush toilet. In China, a total of 68,000 tourist toilets were built, renovated and expanded during the "toilet revolution" for three years. The penetration rate of rural sanitary toilets increased from 71.7% in 2012 to 80.4% in 2016, effectively preventing and reducing the occurrence of diseases.

This "great revolution in a small corner" has won universal praise from the international community.

According to the Xinhua News Agency, according to incomplete statistics, there are more than 160,000 reports about China’s "toilet revolution" by foreign media such as the United States, Britain and Germany, with more than 93% positive reports. China’s "toilet revolution" has become a window to show the image of China and tell the story of China, providing China’s solution to the toilet problem for the whole world, especially for developing countries, and contributing China’s sample.
