　　According to the Notice of Guangdong Provincial Committee of the Communist Party of China and Guangdong Provincial People’s Government on Printing and Distributing the Institutional Reform Plan of Guangdong Provincial People’s Government (Y.F. [2009] No.8), Guangdong Provincial Price Bureau was established as an institution directly under the provincial people’s government.

　　I. Adjustment of responsibilities

　　(a) cancellation and adjustment of the administrative examination and approval items that have been announced by the provincial people’s government.

　　(two) to strengthen the anti price monopoly, resource price management, environmental price management, public utility price management, public utility price management, price supervision and inspection and housing and market price supervision and other responsibilities.

　　Second, the main responsibilities

　　(a) to implement the national and provincial policies and laws and regulations on price work, draft relevant local laws and regulations, formulate relevant policies and measures and organize their implementation, and work out and implement long-term and annual plans for price reform in conjunction with relevant departments.

　　(two) responsible for price analysis, forecasting, early warning and monitoring. Put forward the annual general price level control target and price control measures and organize their implementation, be responsible for the establishment, operation and management of price adjustment funds, participate in the operation and supervision of grain risk funds and reserve systems, and use price leverage to promote economic development.

　　(III) To draw up the price management catalogue, manage the prices of goods and services and intermediary service charges listed by the state and the province, undertake the relevant management work of administrative fees according to law, manage the fees charged by associations and the fees such as margin, mortgage and risk premium charged outside the government-set and government-guided prices, and carry out cost investigation and cost supervision and examination according to law.

　　(4) Implement market supervision according to law, carry out anti-price monopoly, standardize operators’ price behaviors, stop unfair price behaviors such as low-price dumping, profiteering and price fraud, guide industry price self-discipline, and maintain a price order of fair competition.

　　(5) Organizing and guiding social supervision over prices and charges, investigating and handling price complaints and reports, supervising and inspecting the prices of goods and services, administrative fees, price behaviors of operators and intermediary organizations according to law, and imposing administrative penalties and administrative compulsory measures on illegal acts of prices and charges.

　　(VI) To guide and supervise the management of prices and charges of provincial competent departments and cities and counties, organize and guide the cost investigation and supervision and examination of price departments of cities and counties, coordinate and handle disputes over prices and charges between departments and cities and counties, and guide all localities to carry out price services, price supervision and inspection.

　　(seven) to undertake other tasks assigned by the provincial people’s government and the national price department.

　　Third, internal institutions

　　According to the above responsibilities, the Provincial Price Bureau has 7 internal organs:

　　(2) General and Regulatory Department (Housing and Market Price Supervision Department).

　　Formulate the price adjustment reform plan, the expected target of the annual consumer price index, the local pricing catalogue and the price hearing catalogue, etc.; Drafting important manuscripts; To draft relevant local laws and regulations; Organize the evaluation of price policies and regulations and implement relevant systems; To guide the supervision of price administrative law enforcement and the publicity and education of price legal system; To undertake relevant administrative reconsideration and administrative litigation; To formulate and organize the implementation of the measures for the price supervision of goods and services with market-regulated prices and the rules of price behavior of operators, supervise and standardize the market price behavior, and guide the price self-discipline of the industry; To undertake market price early warning and emergency work; To undertake the guidance, management and standardization of housing prices; To undertake the relevant work of anti-price monopoly; Responsible for the collection, use and management of price adjustment funds; To supervise the prices of agricultural products and agricultural commodities; Organize and guide the price service work.

　　(4) Environmental Price Management Office.

　　To organize the implementation of policies and regulations on public service prices, and formulate principles and methods for the management of public service prices; To formulate relevant price items and standards stipulated by laws and regulations or listed in the government pricing catalogue, and undertake relevant examination and approval work; Coordinate the handling of price disputes.

　　(7) Charge Management Office.

　　To organize the implementation of policies and regulations on administrative fees, community fees, deposits, mortgage payments, risk payments and other fees charged outside government pricing and government guidance prices, and formulate management principles and methods for related fees; To formulate relevant charging items and standards in conjunction with relevant departments, and undertake relevant examination and approval; According to the relevant provisions, organize the annual review of clearing fees and reducing burdens and administrative fees; Assist and handle disputes about fees.

　　The provincial price bureau has 63 administrative staff. Among them: 1 director, 3 deputy directors, 8 leaders at the director level (including 1 full-time deputy secretary of the Party committee of the government) and 14 leaders at the deputy director level.

　　V. Other matters

　　The Price Inspection Bureau of Guangdong Provincial Price Bureau is the administrative unit directly under the Provincial Price Bureau. Responsible for the formulation of administrative law enforcement system of price, and organize the implementation of administrative law enforcement of price; Responsible for the supervision and inspection of the prices and charges of goods and services, responsible for investigating and handling price complaints and reports, filing inspection and handling of price violations and illegal charges, and putting forward suggestions for handling unfair price behaviors; Guide all localities to carry out price inspection. Approved administrative establishment of 40 people, including 1 director and 4 deputy directors. The authorized number of logistics service personnel is 6.

　　The campus of Nanjing University of Science and Technology is under closed management, and strict admission registration system will be implemented for those who enter the campus. 　　Fudan University: Teachers and students passing through high-risk areas are temporarily suspended from returning to school.
