In recent years, comprehensive measures have been taken to continuously improve the governance system. The related work has been promoted from four aspects, and new progress and results have been achieved.

  First, we will continue to carry out rectification actions that APP infringes on users’ rights and interests. Organized the communications administrations of eight provinces (cities, districts) in Guangdong, Zhejiang, Jiangsu, Shanghai, Tianjin, Sichuan, Anhui and Inner Mongolia, carried out six batches of centralized sampling inspection, inspected 760,000 apps, notified 748 illegal apps, and removed 245 apps that refused to rectify, and continued to maintain a high-pressure shock to violations.

  The second is to strengthen the supervision of key responsibility chains. Establish an application store ranking notification mechanism where the main responsibility is not implemented, and urge application stores to strengthen self-inspection and clean-up, remove the problematic apps, and carry out the review of new apps. Through the adjustment of quantity and the removal of illegal apps, the quality of apps is optimized, so that compliant apps can develop healthily. At the same time, the discovery rate of APP sampling problems in the app store has steadily declined.

  The third is to carry out special rectification of the problem of APP pop-up harassing users. Focus on two problems: it is difficult to close the information of open screen pop-up window that strongly reflects to users and using pop-up window to mislead users to click and jump to carry out special rectification. The masses’ reactions to these two problems are relatively concentrated. One is that they can’t be shut down, and the other is to mislead users to jump. According to statistics, in the second quarter, the number of complaints about APP pop-up information decreased by 50% from the previous month; Among the top 100 APP applications in terms of user usage, the discovery rate of the problem that it is difficult to close the screen information dropped from 69% to 1%. It turned out that the number of apps that found such problems was relatively large, but now it is getting less and less. The discovery rate of misleading users to click and jump by using pop-ups dropped from 90% to 12%.

  The fourth is to vigorously improve the technical testing capability. Using big data, artificial intelligence and other technologies, we will continuously improve the automatic detection ability, monitoring ability and data analysis ability of the national APP technology detection platform. At present, the platform has the ability to detect 150,000 apps per month, and the detection coverage will reach 1.8 million apps before the end of the year.

  In the next step, the Ministry of Industry and Information Technology regards APP governance as a concrete measure of "I do practical things for the masses", and strengthens its work from three aspects, with constant momentum and constant pace, and strives to create a safer, healthier and cleaner APP application environment for the broad masses of the people.

On the basis of fully absorbing the opinions from all walks of life, we will jointly issue and implement the Interim Provisions on the Protection and Management of Personal Information of Mobile Internet Applications with relevant departments. The previous paragraph of this Regulation was publicly solicited for opinions on the Internet, and all walks of life put forward some good opinions and suggestions, which we are studying and adopting. On this basis, it will be promulgated and implemented in conjunction with relevant departments as soon as possible. At the same time, it also organizes the formulation and improvement of relevant industry testing standards to provide more solid policies and standards for APP governance.

  The second is to organize and carry out service perception improvement actions.
