Recommendation 2: Explore the establishment of a "data customs"
Data security management is an unavoidable topic in the opening of digital trade. The research team suggested that the data classification and classification management system should be established and improved. Study and formulate rules for data classification and grading at the municipal level, clarify the identification standards for general data and important data, strive for support at the national level, and select some industries and enterprises to carry out pilot projects for data classification and grading management.
The research team also suggested actively promoting the pilot system of "Personal Information Protection Authentication", "Data Exit Standard Format Contract" and "Cross-border Data Flow Security Agreement" to improve the efficiency of data security assessment and lay the foundation for cross-border data flow and data asset transaction. Recommendation 3: Promote the establishment of Beijing-Tianjin-Hebei information sharing mechanism.
The research team proposed to explore the introduction of international specialized intellectual property service institutions and accelerate the construction of an international intellectual property trading center.
